Colombia and Panama signed a Partial Scope Agreement on July 9, 1993 that applies only to a limited range of goods. Both countries granted preferences on around 60 new goods on April 28 of 2003.  The Colombian products that will receive preferential tariff treatment by Panama, and the list of Panamanian exported products that will receive similar treatment by Colombia are listed in Annexes I and II of the Agreement.

The Agreement also sets out strict rules of origin that must be met by products receiving preferential treatment. Certification and verification requirements are set out to avoid possible triangulation through the Free Trade Zone of the city of Colon.
